Katie Rollins
Policy Fellow
Katie Rollins is a Policy Fellow at Chapin Hall. Rollins works with state and local child welfare agencies as they plan, implement, and sustain major reform initiatives. She brings rigorous data analysis and achievable solutions to support leadership, supervisors, and front line staff in shaping policy and practice. With deep expertise in implementation of federal policy, especially Family First, at the state and local level, Rollins provides expert guidance to ensure that jurisdictional partners achieve the systems change that they envision. Rollins also guides design of Continuous Quality Improvement systems that promote engagement of diverse stakeholders and drive change at all levels of the agency and community.
Before coming to Chapin Hall, Rollins was an Executive Director at the New York City Administration for Children’s Services, where she was responsible for leading large-scale systems change efforts across the child welfare continuum. In that role, she conducted program evaluation to diagnose problems and identified targeted improvement strategies. Rollins also developed Continuous Quality Improvement systems and policy-practice feedback loops to monitor improvement and ensure sustainability. All of these efforts were led in collaboration with leadership, staff, and community partners.
Rollins holds a combined Master of Arts in Urban Policy and Planning and Applied Child Development from Tufts University and a Bachelor of Arts in Psychology from Carleton College.
