Chapin Hall

Richard Foltz is a Senior Policy Analyst at Chapin Hall. He provides information technology services support through administrative data management for several program evaluations. Foltz has expertise using computer programming and geographic information services-based products to better understand and represent administrative child welfare information.

Prior to joining Chapin Hall, Foltz worked as a Nomad Report Manager for the Child and Family Research Center at the University of Illinois at Urbana-Champaign, where he maintained systems and reports for the Illinois Department of Children and Family Services. Foltz also provided the Office of Technology Services with ad hoc reports and dataset capacity. Previously, Foltz served as Associate Deputy in both the Office of Information Technology Services and the Bureau of Quality Assurance for the Illinois Department of Children and Family Services. He has years of experience working at all levels of management and staff providing reports and systems in such areas as: performance contracting, investigations and caseloads, licensing, education, and special population reporting. He has also supported local and state government decision makers by performing community needs assessments, conducting financial and program evaluations of funded agencies, and reviewing and evaluating service provider grant proposals. Foltz began his career as a social worker. That experience informed his practice in areas as diverse as: identifying service delivery challenges that would benefit from IT solutions; developing user requirements and system design; documentation, training, and implementation; and user support- and management-oriented reporting.

Foltz received his master’s degree in Social Work, with a focus on Management Information Systems, from the University of Chicago School of Social Service Administration. He received his bachelor’s degree from Washington College.
