Community Assistance Programs

The purpose of this study is to assess the evaluability of a pilot employment training and job placement program for foster youth ages 17–21. The study will examine the program model, the characteristics of the foster youth being served, and the types of services foster youth receive as they move through the program. The results will be used to design an evaluation of the program's impact on employment outcomes. They will also help the Illinois Department of Children and Family Services better understand the employment training and job placement needs of youth in foster care.

The study has two components. The first is an analysis of administrative data pertaining to individual program participants. The second involves semistructured interviews with the director and staff who work directly with the foster youth.
