Support for Michigan Department of Human Services/Children’s Services Payment Redesign Project Initiative

Chapin Hall will provide research and consultation services to the Michigan Department of Human Services/Children’s Services Division in support of their Payment Redesign Project Initiative. This research will include a full review of the operations associated with the Michigan child welfare system. Chapin Hall will also conduct a systematic review and data audit of the statewide automated child welfare information system (SACWIS) currently under development as part of the project. Tasks associated with this project are focused on redesigning the payment system for child welfare services. Included in this comprehensive redesign initiative, which lays the essential groundwork for the implementation of performance-based contracting, are three key tasks: (1) structural redesign that will streamline the method for making payments to providers of child welfare services, replacing the current system; (2) substantive redesign that will focus on realignment of the rate structure that characterizes the current payment system; and (3) an implementation plan containing an approach to transitioning to the redesigned system.
