Palm Beach County's Early Childhood Cluster Initiative
The third and final report in a series that evaluates the results of a prekindergarten program featuring a low teacher-child ratio, trained and certified teachers, and activities to strengthen parent involvement. The 3-year initiative showed across-the-board gains and positive impacts, despite budget and implementation challenges.
This series of reports presents findings from a 3-year implementation study of the Early Childhood Cluster Initiative (ECCI). ECCI was a prekindergarten program in ten elementary schools and a community child care center in Palm Beach County, based on the design of the High/Scope Perry Preschool model. The initiative was enacted by trained and certified teachers, low teacher-child ratios, and an intensive program of activities designed to strengthen parent involvement. Interviews and surveys with participants and program assessments indicated growing support over time for the initiative's goals and activities and progress in implementing the High/Scope curriculum, although both program quality and support for the curriculum varied across sites and participants. The final report in the series discusses the progress made during the third year of ECCI enactment, which showed across-the-board gains and positive impacts, despite budget and implementation challenges.
