This report documents Neighborhood Partners Initiative's (NPI's) twenty-one-month start-up period and examines the ways in which the three central components of the beginning work of the initiative were carried out: how the NPI staff at all five sites engaged residents and institutional stakeholders in the neighborhood change process; how the lead organizations addressed the organizational challenges of implementing NPI; and how the Foundation managed NPI, including the provision of technical assistance.
