Chapin Hall

Cody Oltmans is an Associate Researcher (Data Analytics) at Chapin Hall at the University of Chicago. His primary role is to provide data management and data analysis in support of various Department of Child and Family Service (DCFS) project evaluations. He is currently assisting on evaluating the DCFS Immersion Sites implementation, which is a comprehensive model of strategies to improve casework, supervision, and child welfare practices throughout Illinois. He also supports the Regenerations Pilot evaluation. The Regenerations Pilot is a DCFS program that utilizes a wraparound philosophy to serve youth who are dually involved in the foster care and juvenile justice systems.

Prior to joining Chapin Hall, Oltmans worked on the Title I and School Support team at the Wisconsin Department of Public Instruction (DPI). At the Department of Public Instruction, his work involved using data to support Wisconsin’s public schools in closing achievement gaps and improving equitable outcomes for their students. He also served on the DPI’s Federal Grants Scrum team, a software development group which creates and maintains financial tracking software that is used by all public school districts in Wisconsin. Before working at DPI, Oltmans held various positions in the environmental sector, including working for the City of Madison Parks Division as well as the Clean Lakes Alliance, a Madison based nonprofit dedicated to the improvement and protection of local waterways.

Oltmans holds a Master of Public Affairs and a Bachelor in Economics from the University of Wisconsin-Madison.
