Antwan Turpeau

Policy Fellow

Antwan Turpeau is a Policy Fellow at Chapin Hall. Turpeau leads the Chapin Hall Implementation Team in collaboration with the Cook County Office of the Chief Judge and Juvenile Justice stakeholders to successfully develop and implement juvenile detention transformation efforts.

Turpeau has professional juvenile justice and child welfare experience, which includes beginning his career at Maryville Academy Scott Nolan Center as a Psychiatric Technician. Turpeau’s work within the private and public sector also includes serving as a Chief Operating Officer for One Hope United. In his role as COO, Turpeau’s primary responsibility was the day-to-day oversight of the early education, behavioral health, child welfare and juvenile justice services that impacted over 10,000 children, youth, and families within Missouri, Florida, and Illinois. Within an 18-month period, Turpeau led a team in Florida in the development and implementation of six well-supported community-based foster homes as an alternative to congregate and shelter care for the most complex youth in the state. Prior to One Hope United, Turpeau worked for the Illinois Department of Children and Family Services as a Special Assistant to the Director and as the Associate Deputy Director for the Office of Delinquency Prevention. Turpeau oversaw the human trafficking, dually involved youth and the emergency shelter units. Turpeau has experience as a clinical therapist for convicted adult sex-offenders. In his work as a youth advocate, Turpeau helped the Illinois Statewide Youth Advisory Board become a statutory advisory council for the Director of IDCFS and the Illinois General Assembly.

Turpeau has lived experience within the child welfare and juvenile justice system.  Turpeau holds a Master of Arts in Social Work with a special concentration in Organizational Leadership in Social Services. Turpeau is the 2014 recipient of Loyola University of Chicago’s Damen Award for Social Worker of the Year.
