Erin Conner

Policy Analyst

Erin Conner is a Policy Analyst at Chapin Hall supporting the implementation, expansion, and continuous quality improvement of evidence-based programs under the Family First Prevention Services Act. Conner’s expertise in continuous quality improvement helps jurisdictions align state and local goals with federal requirements while improving the experiences of the children, youth, and families. Conner is deeply committed to centering the voices and expertise of youth and families in shaping policies and programs, ensuring systems are both equitable and responsive to those they serve.

Prior to joining Chapin Hall, Conner served as a State and Territory Liaison at the Capacity Building Center for States, the former technical assistance provider of the U.S. Department of Health and Human Services, Administration for Children and Families, Children’s Bureau. In this role, Conner provided technical assistance and capacity building to state child welfare agencies across the country, leveraging expertise in systems improvement and strategic planning to improve outcomes for children and families. Prior to her work at the Capacity Building Center for States, Conner served as a Program Coordinator for the North Carolina Department of Health and Human Services, Division of Social Services. In this role, Conner led the state’s Chafee Program and supported the development and implementation of youth and young adult programs including extended foster care, driver’s license pilot programming, and guardianship assistance.

Conner holds a Master of Social Work from the University of North Carolina at Chapel Hill with a concentration in Community Management and Policy Practice. She also holds a Bachelor of Social Work from Appalachian State University.
