Janay Carpenter
Portfolio Manager
Dr. Janay Carpenter serves as a Portfolio Manager at Chapin Hall, where she provides strategic oversight and operational leadership for projects across the research portfolio. She works closely with research teams, administrative staff, and external partners to align project execution with the organization’s mission and goals. Her areas of expertise include project and portfolio management, workforce development, training systems design, and equity-centered implementation strategies. Carpenter supports the optimization of project workflows, data visualization processes, and staff collaboration models that promote quality outcomes and efficiency.
Before joining Chapin Hall in 2025, Carpenter served in senior project management and education roles across the federal government and higher education sectors. At the National Institutes of Health, she led workforce learning and development initiatives for over 200 employees, managing multimillion-dollar training budgets, building centralized knowledge management systems, and introducing automation processes that improved efficiency by 30 percent. She has also served as an adjunct faculty member at several institutions—including Bowie State University, Hampton University, and the University of Maryland Global Campus—where she taught courses in communication, public health, and career development. Her earlier roles in recruitment, first-generation student support, and federal internship coordination reflect a career-long commitment to access, equity, and student success.
Carpenter earned a Doctor of Education in Higher Education Leadership from Maryville University, where her research focused on critical consciousness and curriculum design. She also holds a Master of Public Administration in Human Resource Management and a Bachelor of Science in Psychology, both from Bowie State University. She is currently pursuing a Master of Public Health at Brown University, with coursework in public health leadership, social determinants of health, and health communication.
