Jenny Keefe
Policy Analyst
Jenny Keefe is a Policy Analyst at Chapin Hall. She supports public agencies and community-based organizations in implementing system-level strategies that advance prevention, improve coordination, and strengthen outcomes for children and families. Her work centers on the implementation of the Family First Prevention Services Act (FFPSA), with a focus on expanding evidence-based programs, aligning continuous quality improvement (CQI) processes, and embedding trauma-informed and equity-focused practices into service delivery. She also contributes to the design and implementation of community pathways for families affected by perinatal substance use, helping tailor models to local infrastructure and needs. In addition, she supports the development of measurement frameworks and strategic plans to strengthen data use across foster care systems. Her approach emphasizes turning policy and research into practical, sustainable strategies that improve real-world practice.
Before coming to Chapin Hall, Keefe served as Vice President of Child and Family Well-being at a statewide human services agency based in Milwaukee, Wisconsin. In that role, she led cross-functional teams and partnered with staff, agency leadership, and community organizations to improve service delivery across prevention, youth services, treatment foster care, and wraparound care coordination. She played a central role in advancing system-wide workforce strategies, strengthening program design, and launching agency-wide quality improvement initiatives focused on contract performance and service integration. Throughout her work, Keefe has emphasized the importance of frontline input, collaboration across public and private systems, and actionable data to drive sustainable improvements in outcomes for children and families.
Keefe has a Master’s degree in Social Work from the University of Wisconsin-Milwaukee and a Bachelor’s degree in Social Work from the University of Wisconsin-Eau Claire.
