Lexi Matter
Senior Policy Analyst
Lexi Matter is a Senior Policy Analyst at Chapin Hall. In this role, Matter collaborates with state and local child welfare agencies to enhance capacity, integrate evidence-based practices, and support continuous quality improvement (CQI) efforts. Her work also focuses on preparing jurisdictions for the implementation of the Family First Prevention Services Act (FFPSA). Among her current projects are assisting jurisdictions in FFPSA implementation, building policy and practice capacity, scaling evidence-based programs (EBPs), developing EBP-specific measurement frameworks and CQI plans, and operationalizing a targeted community pathway. Matter’s professional interests include strengthening primary and secondary prevention infrastructure and addressing disproportionality in child welfare systems.
Before joining Chapin Hall, Matter served as CPS Program Initiatives Supervisor for the Wisconsin Department of Children and Families. In that role, she oversaw the development and implementation of policies for front-end child welfare services, including in-home programs. She led efforts to introduce a trauma-informed process for reviewing critical incidents and implemented a parent support model that paired parents with lived child welfare experience as mentors for those currently in the system. Matter began her career as a child protective services professional in Milwaukee, Wisconsin’s largest child welfare jurisdiction. She brings expertise in strategic planning, policy analysis, program implementation, and staff development.
Matter holds a Master of Social Work from the University of Wisconsin-Milwaukee and a Bachelor of Arts in Psychology from Marquette University.
