Improving the Cook County Juvenile Temporary Detention Center

Chapin Hall experts are monitoring key indicators to help foster change for youth population

A team of Chapin Hall experts are supporting the implementation of improvement efforts at the Cook County Juvenile Temporary Detention Center (JTDC) by analyzing how the youth population’s time is spent there. Using data provided by the JTDC and the Office of the Chief Judge, the team is producing monthly reports that present an overview of the JTDC population and key indicators including use of room confinement for behavioral and non-behavioral incidents; time confined to rooms; and the provision of programming and supportive services.

The reporting of key indicators builds on prior work of the Blue Ribbon Committee on Juvenile Justice. Cook County (Illinois) Chief Judge Timothy C. Evans directed the committee of experts to examine current Juvenile Temporary Detention Center procedures and outcomes and the subsequent recommendations identified by an Implementation Committee chaired by Bryan Samuels, Executive Director of Chapin Hall Center for Children at the University of Chicago.

Currently available monthly reports are linked below and this page will be updated as further reports are completed.

Juvenile justice is a strong focus area at Chapin Hall with experts touching every aspect of the system from examining the connections between foster care, youth homelessness and juvenile detention to youth deferred prosecution.
