Chapin Hall

Louisa Silverman is an Associate Policy Analyst at Chapin Hall and a member of the Implementation Collaborative. Silverman works as a project coordinator with the Illinois Children’s Behavioral Health Transformation Initiative to create a more streamlined, centralized, and accessible children’s behavioral health system. Working in collaboration with State child welfare agencies, she uses evidence-based approaches to address systemic equity and access issues in child welfare. She is especially interested in improving service accessibility to immigrant and refugee youth and families.

Prior to joining Chapin Hall, Silverman worked as a Policy Analyst with Alianza Americas, where she coordinated projects raising awareness for issues impacting immigrant and refugee youth, supported programming to improve access to education, and facilitated program evaluation. She also previously worked as a Research Assistant for the University of Chicago on a project conducting implementation research to study the impact of Secure Scheduling Ordinances on frontline managers and their employees. As a Pozen Family Center for Human Rights fellow, Silverman also worked with Latino Policy Forum conducting exploratory research on the accessibility of COVID-19-related mental health and social services to immigrant communities.

Silverman holds a Master of Social Work in Social Policy Administration with a specialization in Addressing Social Inequality and Innovations in Policy and Practice from the University of Chicago’s School of Social Work, Policy, and Practice. She received a Bachelor of Arts in Anthropology with a minor in Linguistics from Grinnell College.
