Redefining Continuous Quality Improvement with the Blue Sky Possibilities Framework
Helping human services agencies take a community-centered approach
Strong Continuous Quality Improvement (CQI) helps human services agencies understand their processes, explore why challenges occur, and identify ways to improve services for families. Yet even well-established CQI processes can struggle to create lasting results when trust, shared learning, and community perspectives are not fully integrated. Frontline staff, families, and community partners bring valuable knowledge and experiences that can deepen understanding and shape strategies.
Chapin Hall’s Blue Sky Possibilities (BSP) Framework is a relational, community-centered framework grounded in implementation science and relational systems research. It brings together public systems, community partners, and people with lived experience. The Framework centers trust, lived expertise, collective sensemaking, root cause analysis, and community partnership. Its newest application strengthens CQI.
Why Does CQIÂ Need a Foundation Based on Relationships?
CQI will not create sustainable change if the right people are not at the table. Barriers to effective CQI are usually not technical—they a low trust in others, limited decision-making power for those with lived experience, and cultures focused on compliance instead of learning. The relationships that matter in CQI extend beyond leadership to frontline staff, families, and community members.
Blue Sky Possibilities is not a separate initiative. It works inside the existing CQI structures that agencies already have, through eight core elements:
- identity reflection
- shared definitions of equity
- boundless imagination exercises
- root cause analysis
- relational and systems mapping
- collective sensemaking
- culturally grounded measurement
- feedback loops and learning routines
In practice, this can mean seating lived experts on governance teams, interpreting data with community partners, and building feedback loops that elevate staff and community insight into decisions.
Read the Brief
“From Vision to Impact: How the Blue Sky Possibilities Framework is Redefining Continuous Quality Improvement” is the first brief in a series. Using flight as a central metaphor, it frames systems change as a journey that requires operational readiness, a capable crew, and the right conditions for takeoff. An upcoming brief will offer practical tools, strategies, and real-world examples.
This work grew from Chapin Hall’s partnership with a jurisdiction to strengthen how it uses the Plan-Do-Study-Act Cycle, a structured CQI method for testing changes and using learnings to guide improvement. Chapin Hall expanded its approach with this jurisdiction by integrating the Framework into existing CQI processes. As a technical assistance partner, Chapin Hall works alongside agencies to translate these principles into practice, which strengthens shared learning, community-centered participation in continuous improvement, and opportunities for meaningful systems change.
With trust in place and with community at the center of agencies’ work, CQI can foster true learning and improvement rather than being only a compliance exercise.
