Counties Make Progress Implementing 100% New Mexico Initiative

The 100% New Mexico Initiative is a community-led, data-driven collective impact approach to ensure that all New Mexicans have access to 10 vital services needed to survive and thrive. Supported by the New Mexico legislature since 2019, the model was developed by the Anna, Age Eight Institute at New Mexico State University and operates in 17 of New Mexico’s counties. Local communities are guided by a seven-step process to survey community members, assess results, and target evidence-informed solutions to resolve barriers community members face in accessing vital services. The model was designed to improve the social determinants of health by ensuring that all people have equitable access to services. This research brief describes the collective impact approach and summarizes statewide progress toward implementing the 100% New Mexico model.

What We Did

The evaluation supported the development of common performance indicators of the data-driven collective impact model. These performance indicators will be used in feedback for Continuous Quality Improvement, and as indicators of model fidelity that will later be linked with child, family, and community outcomes. A Quarterly Update Tool completed by county leaders is used to track these performance indicators and progress toward implementing the 100% New Mexico collective impact model. This report summarizes statewide results from Quarterly Updates through December 31, 2023.

What We Found

Counties are building a common agenda and creating public awareness of the 100% New Mexico Initiative. There is county-wide and statewide understanding about the Initiative and shared commitment to vision, mission, and goals. This is demonstrated by counties starting book clubs, mural projects, and holding county summits that build public awareness and create a common agenda for implementing the 100% New Mexico model.

There is statewide, shared measurement of progress toward implementing the 100% New Mexico Initiative. A common approach to collecting, analyzing, and using information about access to 10 vital services is . This approach allows counties to implement evidence-informed solutions, including establishing 100% Family Centers, that focus on removing service barriers in each county and statewide. Indicators of shared measurement include administering a community survey, using Continuous Quality Improvement to identify, assess, plan, and refine solutions in 10 sectors, and sharing and reviewing progress using the Quarterly Update tool.

Counties are completing mutually reinforcing activities to address service barriers. County leaders are coordinating efforts within and across counties to address service barriers in each of 10 vital services, all with interrelated activities engaging stakeholders and elected leaders. Mutually reinforcing activities are coordinated through regular action team and initiative meetings with support from local leaders.

What It Means

Counties are making progress toward implementing the 100% New Mexico collective impact model. The evaluation will continue to collect Quarterly Updates that allow evaluators to track a developmental implementation process and provide timely feedback to stakeholders in each county using a Continuous Quality Improvement approach to addressing service barriers. If implementation is not progressing as expected, this provides an opportunity for county stakeholders to reflect and adjust their strategies. The data will also be used to conduct a process evaluation of the 100% New Mexico initiative. Before we can measure if the initiative is having the expected impact with short-, intermediate-, and long-term goals, we must first assess if the initiative is being implemented with fidelity to the seven steps of 100% New Mexico (Courtney & Cappello, 2019).
