Research collection: Evaluating the implementation of 100% New Mexico

The Anna, Age Eight Institute at New Mexico State University was formed in 2018 to develop an actionable, county-led approach making vital services more accessible to New Mexicans. The Institute’s founders are guided by research on the social determinants of health and committed to service access to increase health, safety, school achievement, job readiness and resilience. The 100% New Mexico model supports counties as they work to make vital services available and accessible for all residents.

The initiative is focused on 10 vital services:

Five surviving services:
Food
Housing
Medical/ dental care
Behavioral health care
Transportation

Five thriving services:
Parent supports
Early childhood learning
Community schools
Youth mentors
Job training

Chapin Hall has worked with this initiative since its inception, applying a developmental evaluation approach with the goal of informing the Institute’s leadership about ongoing implementation of 100% New Mexico. 100% New Mexico’s 10 vital services model resonated strongly during pandemic, 2022: We conducted a developmental evaluation study of eight New Mexico counties’ adaptation of the 100% New Mexico model during the COVID-19 global pandemic.

Ensuring access to 10 vital services during the COVID-19 pandemic in San Miguel County, 2022: This brief describes results of a qualitative case study of San Miguel’s application of the 100% New Mexico initiative during the COVID-19 pandemic.

Evaluation identifies key drivers for progress in Doña Ana County, NM pilot, 2022: This is an evaluation of Doña Ana County’s pilot of the 100% New Mexico model to prevent adversity and childhood trauma by ensuring access to 10 vital services.

New human services approach focuses on 10 critical services; 50% of New Mexico participants report trouble accessing programs, 2023: This brief evaluates progress on the 100% New Mexico initiative, providing results from a survey of 5,573 local community members about barriers to accessing vital services.

Counties make progress implementing 100% New Mexico initiative, 2024: This report summarizes statewide progress toward implementing the 100% New Mexico model, which operates in all 17 of New Mexico’s counties.

Listening to communities to strengthen family services in New Mexico, 2026: A report on town halls and focus groups held in seven counties and centered on barriers faced by residents in accessing social services.

The next phase of this work will emphasize cross-county and reginal partnerships and solutions to biggest barriers and challenges that New Mexicans face when accessing vital services. This phase will also prioritize county level leadership, sustainable funding efforts, and building capacity within and across county 100% New Mexico County Initiatives.
